Yes, the vast majority of people who say "atashii" in Japanese are women.

However, you should always remember that personal pronouns are used far less in Japanese than compared to English. Using Watashi too much can sometime sound a little self involved or self important.

So instead of saying 私はちょっと銀行に行ってきます (I'm popping out to the bank) you'd drop the 私は because the context is obvious.

One more thing. Women when using the word あなた is usually used by housewives to specifically refer to their husbands.
あなた、掃除まだやってないの?もう! Darling, you haven't done the cleaning yet? Honestly!

I had heard a story about a male student torturing their Japanese instructor by always saying atashii, so I assumed it was sort of hyper-feminine.
